Family support and improving parenting

The government, through the Cabinet Office Social Exclusion Task Force, launched a families at-risk review in 2007 into how to reach and support an estimated 140,000 families at risk, who were judged to need increased family-tailored support at critical moments of family life (Social Exclusion Task Force, 2007). These at-risk families displayed five or more indicators of social exclusion, including

poor housing

nobody in the household in work

family income 60% below the median (the middle income of a list from highest to lowest incomes)

parents with no qualifications

mother with mental health problems.

The government proposed a two-pronged approach to improving family life for children in these ‘families at risk’: better family support and measures to improve parenting. The Department for Children, Schools and Families (DCSF) devised better family support through intensive measures geared to family needs, through measures such as the Family Intervention Projects and their associated Family Intervention Panels.
